This is a [scytale](https://en.wikipedia.org/wiki/Scytale) (pronounced roughly as a merge between the start of "Skittles" and "Italy", so "Skittle-ee") an ancient encryption device.
Each side of the octagon is 1/2" wide and one end of the scytale has a slope to make it easy to use strips of paper which are also 1/2" wide. If your strips are of a different width, you can just use the other end of the scytale which doesn't have a guide slope and so can be used with any width.
Finally, it is hollow so you can store paper in it.
