The size may vary by the units config in files and inport units in printer software. But not a problem, use scale factor that you need, this not produce any quality change.
You must to use scale factor to achieve 24,5cm on wing/blade lenght. Use this factor to all pieces.

Divide all pieces and reorder/reorient for print, may be good idea print parts individually.

Clean screws holes with 2mm drill.
Create a base support to hold figure to put it (I may design something printable in future).

You also need for mounting:
screws 2.5 mm(diameter) x 20mm(length)
screws 2.5mm x 8mm
rings.
