This thing is a simple seedling pot mold. It allows to reuse protective paper that comes with some shipments and make seedling pots out of it.
This is done by rolling a band of paper around the handle and smashing the paper fold against the mold.
You can wet or glue the seam for the result pot, but they behave very well even without any additionnal work.
