А small vise with jaw size 30 mm.
To assemble:
1) place bolt1 in a vise
2) сlip the bolt1 through the slot in the vise
3) tighten the bolt1 to mount the moving part
4) tighten bolt2
UPD: in v2 change offset of bolts and parts.Should be not so tight
