This is to catch any excess water around a soap dispenser.
My 7-year-old is notorious for getting soap with his hands dripping wet, leaving water all over the counter.
It gets into anything laying around on the counter, makeup, toothbrushes... everything. This catches the water and keeps it all in one place to evaporate.
