This is a soap holder meant for bathrooms without any vertical rod to clip a soap holder.
The pegs are there to fit into the hole on the handle and soap holder, and super glue is used to hold both parts together.
I know that this is isn't the most efficient designed and things that could be improved would be to add some sort of sliding latch so that superglue is not needed.
