This is a Steering Wheel Rotary Knob. I make this for my tractor mower and I can confirm that is verry usefull and I can not do without it :)
My steering wheel section is 24mm*22mm. I use TPU for the damper so no hard plastic on the steering wheel.
I have added the Fusion360 files to let you modify as you want.
