This is the internal part of the headlight washer spray. Mine is the second generation pre-facelift model (2003-2005) but it should also fit the first generation Forester.
I bough the car with one of those missing (apparently the washer got ripped off and the internal part was lost) so I did my best to duplicate the other one. I printed it in ABS with supports and raft, lying on its back (that's the only way to make the spray nozzle print well). Find an o-ring, install it and it seems to work. The underside looks horrible, but only the channel for the o-ring needs to be sanded properly.
