This is a prop "Summer Star" for use with the Dungeons and Dragons TTRPG and "Rime of the Frostmaiden" module.
The rings are built to take small magnets and bearings to push the rings slightly. You'll need the following size of each to recreate the effect:
10 (inner diameter) x15 (outer diameter) x4 mm (D) bearings
10mm(L) x 2.6mm(D) circular magnets
The spinner and battery holder are also included to allow the summer star to spin on the base but will take a motor and extra work to get to function properly.
