This project came into mind after seeing tragic events of 3/11 and been in process since that week. The construction has an ball/bowl earthquake isolation construction as base that I saw developed in a TV, also the height of the first floor from the ground makes it in theory floodproof up to 15 meters. Although not in this project, a tuned mass dampers located in various location throughout the city also helps to soften the ground movement effect. Level the site by adjusting the height of the concrete base. Concrete in steel box, I heard somewhere that it is as strong as solid steel. The first level is for plumbing, electrical distribution, public transportation and other services, second, third and fourth floor is for buildings and normal traffic. Use of LED lighting is recommended on lower levels as it is on full power at daytime and 1/4 at nighttime. Calculation and adjustment of column's dimensions may be needed to comply with required "live load" and "dead load" combined with 50% of reserve. Use of 8.8 or stronger steel bolts and nuts are required. If it works as planned, countless reconstruction after natural disasters can be prevented, although I'm not sure it is going to be constructed.
