This is the handle for a swivel spoon. It was created to fill a need for a swivel spoon with a padded spoon, which doesn't exist (or didn't when this was designed).

A padded spoon was modified by bending it up behind the bowl, cutting it to the appropriate length, then drilling a hole for the M3 bolt.
