Team Rocket's PokeBall PLUS hacking device

I came a cross Team Rocket from whom I won this "Stretchy Hacking Device" and it's plans. I have no idea where this goes or fits. The plans say it "...asserts pressure to the right spot..." and it "changes the game".

This is made from stretchy material like fila flex or ninja flex. It's a ring like shape and has letter "R" on it. A Bystander mentioned that the "R" might stand for "Rooster" but I chuckled and corrected this bystander.

I'm taking this to my room for a further study, should I find someting that fits it or works with it.

After lenghty experiments I found out that it fits to a Pokeball PLUS. It's designed to press down the top button, enabling it to auto catch and auto rotate Pokestops.

This is huge...
