As suggested by [aphex3k](http://www.thingiverse.com/aphex3k/about), these are cooling ducts designed to clip on to the hotend of a Tiko 3D printer. Take a look at the [Tiko Air Hose Clip](http://www.thingiverse.com/thing:2055700) for more info about air pumps and silicone tubing, almost all the parts and installation steps are the same.
With the latest Tiko software update, the printer puts a large blob at the start of each print that may collide with the cooling ducts. You can preheat the nozzle before printing to avoid the blobs.
