I created this as a low cost obstacle for tinywhoops (pool noodles can be purchased for less than $2, and the print is around 30 grams, so less than $0.50). I'm sure you could use it for a 3.5 inch, or even up to 5 inch if your piloting skills are good enough. The threads will not look the best, because it is an aggressive overhang, but this is a functional part, so it really doesn't matter. It can be attached to any surface, but wood is ideal since there are already countersunk holes. I'm sure they can also mount on the ground, using long pegs, like the ones for tents. I have not tried this yet. The holes are 5mm wide.Your pool noodle should be from 22-27mm wide, but you might be able to go a little bit smaller or wider. These are the sizes I've tested though.I have added a modifier that makes the shaft solid up to 9mm. It looks like this: If you'd like to sell these, please message me.
