TOS Constitution STAW

This just a trial file, using the TOS Constitution Model form outcastrc and the PEG from viperseven. Hopefully will produce a reasonable six replacement for the tinyprise and Intrepid models that came in the expansion packs.

Version II has widened the relevant pylons and placed a collar around the deflector in the hopes of increasing the printability and durability of the model. Hopefully it doesn't lose too much in the process.
