Billy joe bob was just a kid when he inherited the Urbanmech of his father. Growing up on the family farm, he was always tinkering with it, trying to make it better and better.
The Periphery planet he resided on had a shortage of mech parts tho and he simply could not turn it into a better mech that it already was.
When Pirates atteacked the local town, the defending mechs, which were beaten old light mechs with dubious weapon technology, surrendered long before Billy could arrive with his Urbanmech. The Pirates then looted the town, kidnapped a few people and then left the planet. Billy was of course saddened by this and hid the urbanmech in his barn out of shame that he wasn't able to help defending the town.
