The holes are offset from the center. This allows it to be used as a swivel wheel without the attached motor. With the holes, hence wheel, in the middle, the bracket won't rotate when the vehicle changes direction (think shopping cart wheel).

This is a swerve drive bracket for a VEX robotic project. It has a 60 tooth high strength gear attached to a bracket. The three holes are so a VEX 393 or V5 motor can be attached. The bottom hole is round so you don't have to use a bearing flat.
It goes below a base. A 32 tooth gear can go between two of these with a motor driving the idler gear (32T gear). A Vex 393 with a potentiometer or a V5 motor can control the rotation of the two swerve wheels.
