It's not that these locations are made from flammable materials - since they're often built with concrete and metal. The problem comes from the haphazard pipe networks bringing Etheum fuel to homes and factories, which are prone to springing leaks that turn into blazing infernos!  The pipes themselves have valves that prevent the fire spreading throughout the whole network, but this leaves the effected location to burn itself out, billowing toxic smoke into the air. After loosing his wife in an Etheum fire, Cormac founded the Fireguard to try to prevent this. The Deluge Truck uses a unique mix of fire foam, inert gas, dry chemical powders, and sand to put out the fires, since water is too costly to use.
