This is a pretty big vase, which I didn't even print myself yet. :-) Looks pretty neat though. Just print it like you do with other vases. I think a layer height of .2mm is mandatory though, due to the big amount of detail.
I think you can scale it down to 60% when your wall thickness is 0.4.
If you made this vase by the way, I would love it if you would share a photo of it with me, and if you wan't the country you're from! Then I've something cool to show my mom! :-)
