Cipher Ring V4

I remixed my cipher ring model with printed-in leaf springs and detents so that the shift amount for a cipher can be set and doesn't drift...

Ordinarily, you should use the CipherRingV4-PrintLayout.stl file. If your build volume is too small or if you want different materials for the different parts I've also broken the three components out into separate files. Thanks to [Jashock](https://www.thingiverse.com/Jashock/about) for this idea.
