This is a model of a small ZOETROPE, an early animation device developed in the 1800s, that allows to watch 3-D animated mini-scenes
the drum has 16 slots that allow to look at 16 scenes, which can be either 2-d drawings or 3-D objects inside the drum, on the opposite side.
the images or physical objects are drawn or arranged in a looped animated sequence (like a 16-frames animated gif)
when the drum is rotating (on the turntable) if you look directly at the sequence, everything is blurred. However, by looking through the slits, the eye sees only one 'scene' at the time for a fraction of time and thus, because of PERSISTENCE OF VISION, it looks like the scene is animated.
