This is an impeller. Sized to fit on a 15mm or about a 5/8" shaft, in my case, for a motor.
When installed in a cavity of a slightly larger size with on inlet and outlet, will create a vacuum on one side and exhaust the other.
I repaired an old Sears branded belt sander dust collection impeller with this part.
