Toto Flapper Air Cap/Plug

I have a slow flushing Toto toilet that would not flush unless you kept the flapper open for 2 seconds. I noticed the flapper had two holes, which causes the air to escape much quicker and for it to only consume about 25% of the water in the bowl. This was not enough to flush the toilet. I replaced every part, read every article with no success. Instead, I created a air cap/plug which has completely solved the problem.
