This thing is mainly the bracket for hanging filament from a board mounted to a wall.
The board is a 1x3 standard size (0.75" x 2.5") with a 45 degree angle cut along the length. I left a 4mm flat spot at the tip and sized the bracket based on that. If you cut it to a point it should still work fine. I included model files of the board just for clarity/convenience. The intent is to NOT print the board. :) The brackets are held rigid by 5/16th dowels and another 5/16th dowel holds the spool in the hook. The hook is sized so that the dowel should easily go in and out. The holes should be tight around the dowels.
Also included is a spool center buffer. Open the freecad file and edit the sketch. Change the radius or diameter to match your spool inner diameter and export to stl.
I worry that the hanging dowel may wander and slip out as it turns. I use the center fitting to hold tight inside the spool so that can't happen. A piece of paper works to shim it in case it's not tight. I
