window open limiter

Part is used as a window open limiter. It allows more steps comparing to a limiters from the shop and allows window closing with no damage to the limiter (needs accurate mount for that). Mount points for the screws are identical to the mount points for the limiter bought in the stop, so it didn't require extra holes to mount it in my case.
