It is a bracket that hold the pieces of the modular mounting system (https://www.thingiverse.com/thing:2194278) against the handle bar of a bike. It is designed for a 23 mm diameter bar and uses 2 M3X30 bolts and nuts besides the M5 bolt and nut to add it to the system.
